I have been a fan of little big planet since the first one. I got lbp1 game of the year edition that came with multiple dlc's but now on lbp3 I don't have the dlc's anymore. Can someone help?

Did you got some sort of activation code for the dlc on the disc?
Normaly you should be able to redownload it from the ps store.
Some dlc may be bugged like hugo but most of them should work.

no i didnt have any activation code, it just kind of installed with the disc. it gave me all of the metal gear solid costumes and dlc, and the monster dlc, and the history dlc, but now i cant edit my levels because i dont have the metal gear solid dlc's

Maybe go to settings, and go to unlocks and try that? Dunno if it will work.

LBP1 and LBP2 GOTY's do not transfer over to LBP3 for PS4 unfortunately :/ Which it means yes, you have to buy it again.

And this a really huge letdown, because all Sumo Digital could do was adding the ability to transfer the save data that holds DLC data to a server so it could be downloaded from PS4 (kind of like in between Minecraft PS3 and PS4 Edition)
They really would be able to do this simple feature because they've got control over the LBP2 and LBP3, but yet they didn't.

So is there anyway I can contact sumo to try to get them to help me?

You could try but I'm certain they won't help you.They will tell you exactly the same as me, that DLC from special editions aren't imported for LBP3 PS4 and you have to buy it again.

I bought the metal gear solid dlc again but there is still more dlc that I will buy one day thx for the help
