First, with contributions from the uncreative, we build a virtual wall that divides the two, then, any illegal uncreatives will be deported. To prevent deportation anyone who is suspected of being uncreative can get a popit card to place to make them known as legal uncreatives.

That just sounds weird lol.. but um.. this would mean (by your planning) that copiers or just casual players in LBP are illegally uncreative, because they won't give a thing about that and in case of copiers will as always claim themselves as original or creative creators even though it's completely opposite. So.. I don't think it's a great idea.
