Top ten from my huge list:

1. MORE Thermometer space or no thermometer- Please most creators in LBP forums have bullied they're thermometers till it starts crying, Theres a need for more space. This is the number one request i think from all the community.

2. Import media from HDD (Picture/Songs) Dangerous with dirty minded people but huge improvement for platformer Creators!

3. 30-40 publish spaces- There some creators that really need more space.

4. More personalization -
You know for how many times i wanted to put real erupting volcanos on my earth? Since day one!
I want to personalize my menu. Instead of dive-in, cool pages, MMpicks Search & more. I could pick what i want to see. example: Search, MMpicks, Cool Pages & Busiest Levels.
I want a full color pallet for my popit. Im sick & tired of 12 combinations of colors & done. I want to match the colors myself.
I want the game to feel more mine. Even a welcome message saying: " Hello user". May sound funny but this small detail makes the player feel more connected with his game.

5. Simplify the logic & add more features- It has takes me 2 games & i still don't understand 25% of the logic? Yeah Complicated! Make it understandable.
More tools, more logic options & creative names for logic! (Yes creative names! Creatinator, movinator, controlinator? I made my point.)

6. More refined grid system- I hate, yes. HATE. Doing a Circle & seeing straight lines? Excuse me? IT'S A CIRCLE, NOT A DEFORMED HEXAGON! And remember those beautiful days you go to continue your masterpiece & the grid moved one breath to the left/right! New Grid. Q has spoken!

7. More creator kits, less costume packs - Don't misunderstand me! If you're in my friend list you know i'm always dressed with the last costume pack & stickers from the best Change Rooms. I love how in the game theres fashion & fashion icons, CREATIVE! But honey this is ridiculous.I think theres to much costumes in the store & we need more creator packs.. Thats the point of the game. CREATE!

8. New Redesigned User interface- Ok, ok calm down. The Cartoony look is tradition in all LBP Games. But I would love if they modernize the look. Cartoony but sophisticated/ clean. You feel me?

9- More build modes:
Add a Recording Studio! Let musicians make & hear there're music to perfection. Optimized for Sound & Galleries With more instruments, give them a equalizer build in to level give them mixing abilities.
Cutscenes? Excuse me? Movie mode Optimize Sound & Visual for Movies. Special Fx Galleria (fireworks, Blood, explosions, etc) pre made & tweak able.
Minigame Mode! Optimizes for Flat desing in create mode & tweak able camera &sound options.

10. Water- I want to select whee i want to put water. DON"T FLOD MY WHOLE LEVEL! I want to make ice. I want to make that ice melt, maybe evaporate, make steam & steam make water & I want my ice, water or steam have the option to be deadly.

It seems that I'm the only one excited...

I can't wait !

I basically want:

1- Some kind of Animator. You know, like a sequencer for animations.
2- Much more instruments for the sequencer. (A bit less arcade-y and more realistic ones).

I would love everything you mentioned (especially 4. and 6.) Maybe LBP3 will be something like that? Lets just hope

Ok, im not reading other suggestions so if i re-mention i'm sorry.

1. a tool that lets you choose where to put water. Maybe a click and drag feature like materials and water is in those areas, or maybe a click and drag where the opposite happens. water can not enter that area.
Both of these would be abled to be glued for all of you submarine type base thing needs.

2. Come on... it's unrealistic to think people wouldn't spam.
So bring back stars, and this may seem crazy but BRING BACK THE COOL PAGE! before you shoot this idea down, i'm not saying keep it the same. Make it so levels do not move up on the scale based only on plays, add in a yay to boo ration system or if stars are brought back, like i mentioned before, that would help weed out the gold from the crap, butting 5 stars on the top even if plays do not surpass the 1 star rated level with 100,000 plays. Because some creators DO deserve the crazy amount of plays the cool pages gives.

3. Lets keep this short.
Your building your awesome level and then all of the sudden boom! overheated!
There is no real point in asking for a bigger thermometer because it is a no brainer add to its capacity.

4. I noticed few people asking for a higher player count... 6 players would make for some awesome vs levels.

5. Some people like to spend A LOT of time in their pods... and i don't completely agree with what i found out what most of them are doing in that time, but still. Bigger pods for a audience, that in my opinion is larger than it needs to be.

6. EXTRA LAYER GLITCH:
lets face it, a glitch has become one of the most useful tools... make it more user friendly please.

7. Monthly competitions:
Having staff constantly on the game hosting competitions and giving away prizes with add to the feel of the community. Im not saying everyone is a crow contest.

8. Decorate your moon! pointless? yes!
a great idea? yes!

9. I noticed on the "controllinator" certain keys are binded together like up & down or left and right on anolog sticks and d-pad. Me no likey

10. Final one, i could think of more but i'm lazy
Try to raise the rating to E 10+ at least.

Personally I've never had a problem with the LBP2 thermo. The emit/destroy technique is more than enough if you use it correctly. Example:

http://lbp.me/v/krc4st - A very detailed platformer with over 20min of gameplay, sackbots and water, only uses 15% of the thermo and no lag. The entire level is in emitters at the start.

http://lbp.me/v/qn-2q21 - has hundreds of complex shapes in emitters, and the microchips containing those emitters are also inside emitters. So the thermo is 10% or less and once again no lag.

It's pretty easy to emit a simple platform (Simple as gameplay) It's quite Hard emitting contraptions. Emit and destroy techniques limits the player to simple pistons & Bolts. You can do anything but wiring a destroyer to each object in your level is quite a job , so you can't use modular building; having to create with limited edit capabilities.
