I can't find the tool were you can change camera angles at certain spots. Please someone help me out and let me know where I can find it

The Game Camera is in the tools bag. That's the camera your talking about. It might be in the second page or third (maybe the first) page of the tools bag, not completely sure.

If it helps, try enabling advanced create mode and check all of the pages in the tools bag. It is there.

If you're playing LBP3, it's been moved to the very first page.
