as the title says I can't seem to load any of my previously saved costumes from lbp 2. I had the special edition that included a bunch of dlc stuff so I was hoping someone might have some insight into this.

On ps4 i can't download dlc because it's not on the store yet :/ please fix this

Here's my guess: The DLC actually is located on the disc. It wasn't purchased off of PSN. Normally, especially if you're on PS4, the PS Store is contacted for DLC info. You didn't purchase the DLC off of PS Store, though, because it was installed off of the disc as if it was part of the game itself. If you visit the PS Store and look at the LBP DLC, you'll find out that the DLC you got for free is still purchasable, because you haven't actually bought it. This means that if you installed LBP2 on another console (not Special Edition), you won't get the DLC and it isn't on your PSN downloads list, either. I'm not sure if you know what I mean, but I'm saying that the DLC was installed from the disc, not purchased and downloaded from PS Store, so if LBP3 importing works differently and actually contacts the PS Store for DLC info, you can't import it since you didn't really buy it.
