Who even is Steven Isbell? I know he's the community manager, but what does he actually do? Who do people like him so much? I've seen his Twitter, but he just puts up random stuff.

I think Steven is responsible for the Team Picks. He also takes care of bad people if you tell him about it. I think there's a lot more going on behind the scenes and I personally am grateful. The twitter account is his personal account and that means that it isn't always about LBP.

I would say StevenI is the link between the community and the game developpers...

...he collects info and spreads info about the game, he organizes and coordinates activities, he is the man giving the team picks, he is the glue, he is the master of the midi-chlorians, he is...the unique the marvellous, the fantastic...

The couple of times i've dealt with him personally, he's come off fairly decent. i know others haven't had exactly the same experience, but they may have been expecting more from their encounter. Outside of specifically community-related problems, i don't think he has the power to get things fixed. That is, he's a liaison, not a programing team leader or a dev.
